Pay Detroit school debt, require reforms

To earmark $72 million annually from state income tax revenue for 10 years to cover the $505 million debt the Detroit school district accumulated through deficit spending, and also give the district an additional $202 million. This is part of a package consisting of House Bills 5382 to 5387.
