Revise locked classroom doors law

To revise the state fire code to permit the use of lock block devices on school classroom doors, and locks that can lock a classroom from the inside without a key. “Lock block device" is defined as a device that prevents a classroom door from latching when closed, so that the door may kept locked at all times but still be used without the use of a key.
