Require competitive bids on local road projects

To require local governments to seek competitive bids for all road building and repair projects that cost more than $100,000. Also, to require the state Department of Transportation and larger local road agencies to develop a performance rating system for the preventative road maintenance services and allocate a portion of their funding based on it.
