Regulate “large scale breeding kennels”

To regulate and impose additional record keeping requirements on “large scale breeding kennels,” defined as ones where more at least 15 female dogs are housed for purposes of breeding. Also, to prohibit the sale or import into the state of a puppy or kitten less than eight weeks old that has been separated from its mother, add additional vaccination requirements and a “pet health certificate” requirement on dog and cat sales and transfers, and more.
