This is the former Detroit “Recorders Court,” and the law that replaced it with the 36th district court permitted the current bailiffs to keep their jobs for life and not be replaced except for malfeasance, even if the individual is no longer capable of doing the job. Amendment offered by Rep. Brian Banks (D) on September 16, 2015 To prohibit dismissing a bailiff who is no longer capable of doing the job if the inability is health-related. In other words, to not repeal the "guaranteed job for life" provision.
