Expand “Corridor Improvement Authority” spending to state fairgrounds

To include providing direct and indirect subsidies to potential developers of the former state fair property in Detroit to the things for which a “Corridor Improvement Authority” can incur debt, with the borrowed money repaid by the special assessments or increased property tax revenue the authority “captures” (called “tax increment financing”).
