To place before voters in the next general election a Constitutional amendment to establish that, unless a bill specifies otherwise, bills passed by the legislature would go into effect 90 days after the governor has approved them and “filed” them with the Secretary of State. Under current law the “default” effective date of new bills is 90 days after the legislature adjourns for the year. Official Text and Analysis.
