Require five year olds to enroll in full day kindergarten

To require all school districts to provide full-day kindergarten, and mandate that all children who turn five before Sept. 1 each year must enroll (subject to the same home- or private-school exceptions that apply to other grades). Note: Public school districts get more money from the state for full-day kindergarten programs, and how much particular districts get depends on how many students are enrolled. The bill would make kindergarteners fully part of that system.
