To prohibit requiring a religious official to perform or “recognize” a marriage in violation of his or her conscience or religious beliefs. Probably by coincidence, the bill was introduced shortly after a county clerk in Kentucky was jailed for refusing to issue marriage license for homosexuals following a U.S. Supreme Court ruling whose effect was to mandate that state and local governments do this.
