Extend part time independent student scholarships

To limit to community college students (and not university students) a state scholarship program for part-time independent students (ones who are not a “dependent” of their parents). The bill would also replace a $600 limit on the scholarships with one to be determined by the Department of Treasury, and repeal a ban on granting them to seminary students.
