To authorize detailed rules, requirements, restrictions, procedures and more for a regulated natural gas utility seeking state approval for a gas line “infrastructure expansion investment plan…necessary to serve unserved or underserved areas.” This would permit the utility to add a larger portion of the cost gas line network expansions onto existing customers' bills.
