Ban charter school management company leases; cap cyberschool aid

To prohibit a charter school from leasing property from a management company that runs the school, and require charter school leases to reflect market conditions and be approved by the entity that authorized the charter. Also, to prohibit online cyberschool appropriations from exceeding 50 percent of the foundation allowance of the school district in which the online school is located.
