Mandate informing of detectable fetal heartbeat before abortion

To make it a crime punishable by four years in prison and $50,000 fine for a physician to perform an abortion without first determining whether there is a detectable fetal heartbeat, and if there is, informing the woman, except in medical emergencies. See also House Bill 5644.
