2014 House Bill 5380: Call for “Article V” U.S. balanced budget amendment convention

To provide a process for the legislature appointing delegates to a potential “Article V” U.S. balanced budget amendment convention of the states (as opposed to electing delegates), and prescribe the powers and duties of those delegates.
