Create more exceptions to government/school insurance cost cap

To exclude various insurance costs from the cap imposed by a <a href="http://www.michiganvotes.org/2011-SB-7">2011 law</a> on the cost of government and school employee health insurance fringe benefits, which would allow local governments and schools to provide more generous benefits than that law would otherwise allow. See also Senate Bill 323, which would have the same effect.
