Revise tax return confidentiality law

To establish that the Department of Treasury may disclose information about a taxpayer’s return to a third party if the taxpayer requests this, and also to prohibit the department from using claims of taxpayer confidentiality to refuse to publically disclose statistical and economic information that does not identify any particular taxpayer.
