Establish state drawbridge operations fund

To create a state fund to subsidize the operational expenses of movable bridges (drawbridges, etc.), earmark certain road tax revenue to the fund, and give the Department of Transportation regulatory authority over local moveable bridges. This would have the effect of allocating the distribution of around $129 million of road tax money to local governments to legislative discretion rather than a statutory formula.
