2013 House Bill 4243: Revise forest property tax breaks

To revise the formula used to calculate the property tax “recapture rate” assessed when productive forestland is withdrawn from a program granting property tax exemptions to owners of smaller "non-industrial" sized parcels of forestland, with the rate depending on whether timber has been harvested on the property.
