Increase school official non-feasance penalties

To increase the penalties for school board members and officials who neglect or refuse to perform a duty required under the state school code, or who willingly and knowingly permit a violation. The maximum penalty would increase from 90 days and a $1,500 fine to one year in prison and a $15,000 fine.
