To require the state to withdraw money from the state “rainy day fund” to make “payments in lieu of (property) taxes” (PILT) to local governments on the state-owned land in their jurisdictions if the legislature does not allocate enough to make the full payments from other revenue sources. Presumably the bill would require draining the rainy day fund if it did not contain enough to pay local governments. Official Text and Analysis.
