Create crime for unauthorized use of enhanced driver license data

To make it a crime punishable by four years in prison and fines to intentionally read or obtain encrypted data from an enhanced driver license or state identification card without the knowledge and consent of the holder, and also to sell, distribute or knowingly possess such data. Enhanced licenses and ID cards are an option individuals may choose to get, not a requirement.
