To increase the amount of detail required in the insurance claims information that schools and local governments are required to report under a <A href="http://www.michiganvotes.org/2006-sb-418">2006 law</A> that among other things required MESSA, the MEA teacher union's insurance affiliate, to release individual school district claims history data (because it is needed to get competitive bids from other potential insurers).
