2011 Senate Bill 403: Authorize physician impaired driver reports

To authorize the Secretary of State to deny a drivers license based on a report from a doctor about a person's mental and physical qualifications to safely operate a vehicle. Senate Bill 402 authorizes such secret reports.   Official Text and Analysis.
