Revise teacher tenure in failing districts

To revise the “teacher tenure” law, but only in failing schools in medium-sized cities (including Grand Rapids but not Detroit) that have been declared “schools of innovation” due to various programs to improve their performance. In effect, the bill would establish that a tenured teacher does not have seniority privileges over a newer (“probationary”) teacher who has been rated by the school as “effective”.
