2011 Senate Bill 146: Lower enployer unemployment premiums during road closures

To not include unemployment insurance benefits paid to a worker who is laid off because a temporary road closure limits access to a business when calculating how high an insurance premium the firm should be charged. Under Michigan’s unemployment mandatory insurance law employers pay premiums based on their layoff experience.   Official Text and Analysis.
