Revise rail crossing standards

To raise the threshold that requires the Department of Transportation to close certain existing rail crossings where a new crossing has been added that provides an alternative access to a property. The threshold would go from closing a crossing that accommodates less than 100 vehicles a day to closing one serving less than 500 vehicles a day.
