Create “mini-COBRA” insurance mandate

To require health insurers to provide coverage for up to 18 months after the termination of an individual’s employment at a small employer that provides health insurance benefits. The coverage would have to be the same and the price just 2 percent higher. This would also apply to a dependent if the employee dies.
