To require Intermediate School Districts to contract for busing services that the regular school districts in their area could choose to use by paying the ISD an amount not greater than the actual cost. Both ISDs and regular districts would be required to seek competitive bids for busing, and the Department of Education would be required to create a model competitive bidding process.
