To tie-bar the bill to Senate Bills 1173 and 1179, meaning this bill cannot become law unless those ones do also. Those bills would prohibit government entities from deeming a person whose private employment compensation comes from a direct or indirect government subsidy to be a "government employee" who can be enrolled in a public employee union. This is the subject of a "stealth unionization" lawsuit filed by the Mackinac Center on behalf of home child care providers.
The amendment failed 44 to 62 in the House on May 20, 2010.
