To impose a new fee on Blue Cross Blue Shield up to the amount of the tax exemptions it is currently granted in return for its “social mission” of being the state’s “insurer of last resort.” This would be in exchange for the new assessments and mandates that Senate Bills 579 and 580 would impose on for-profit insurance companies, which to a large extent would make the “insurer of last resort” function obsolete.
