2009 Senate Bill 580: Republican health insurance subsidy proposal

To create a state health re-insurance system to reimburse insurers for 90 percent of the cost of claims between $25,000 and $250,000. This would be paid for by assessing insurance companies for the cost of their reimbursements, plus administration costs. The bill would also prohibit health insurers from denying coverage for pre-existing conditions for longer than six months (the current period is 12 months, except for Blue Cross Blue Shield which is six months); prohibit denying pre-existing condition coverage if an individual has been continuously covered by a group plan with no coverage break of longer than 62 days; and ban companies from cancelling coverage because of a failure to resolve all reasonable questions arising from the written information on an application before issuing the coverage.   Official Text and Analysis.
