2009 Senate Bill 134: Authorize agriculture-related economic development grants

To revise the purpose of a particular state loan program that subsidized various agriculture-related economic development projects (and which was replaced by a similar program in under the "21st Century Jobs Fund" law), so that this is purely a grant rather than a loan program.   Official Text and Analysis.
