Authorize abbreviated cosmetologist licensure test

To authorize the Department of Labor, Energy and Economic Growth to create an abbreviated cosmetology licensure test for practitioners who have experience in another state or country, and to revise at its discretion the 1,500 hours of courses at a cosmetology school licensure mandate for these cosmetologists.
