Authorize subsidies for selected auto industry suppliers

To revise the <a href="http://www.michiganvotes.org/2007-HB-4850">law</a> that allowed the state to borrow $400 million against future tobacco lawsuit settlement proceeds, to also allow borrowing against this future revenue stream to pay for the $250 million in auto industry supplier subsidies proposed by House Bill 4126. As introduced the bill is essentially a “placeholder,” since it increases the allowable borrowing by just $1 million, but it could be amended later to allow more debt for this purpose.
