Create “road rage” crime

To create in statute the crime of "aggressive driving" (“road rage”), which would be defined to include doing two or more things like tailgating, passing on the shoulder, speeding, reckless driving, etc. during a single continuous period of driving. The penalty would be license suspension for one month, and two years for a subsequent violation.
