To establish that if a juvenile commits a crime that involves a violent act or a threat of a violent act against another juvenile, in addition to any other penalties or court orders, a court may assess a fine of $1,000 against the juvenile or his or her parent, guardian, or custodian, and may order the juvenile and his or her parent, guardian, or custodian to attend a minimum of three months of counseling.
