Revise open-alcohol while driving penalties

To create a new felony for driving with an open container of alcohol and any bodily alcohol content, if the driver causes injury or death to another person. The penalty for injuring someone would be up to five years in prison and a $5,000 fine, and up to 15 years and $10,000 for killing someone.
