Create "low income energy efficiency account” tax credit

To authorize an income tax credit equal to 75 percent of contributions to a nonprofit organization and used for the subsidies proposed by Senate Bill 1046 to low income persons for the purchase of energy efficient windows, insulation, and other energy efficient products for their residence. The aggregate statewide tax credits that could be offered in a year would be capped at $1 million.
