Impose new CAFO regulations

To allow local governments to establish their own property line setback requirements for a new or expanded concentrated animal feeding operation (CAFO). This would create an exception to the preemption of local farm regulations in the state "Right to Farm Act." The bill also authorizes $500 fines or fees for certain repeat state inspections of a farm that has not adequately complied with a state order to follow "generally accepted agricultural practices" subsequent to a complaint.
