Regulate children’s ORV use in certain organized events

To provide an exemption for restrictions on the use of Off Road Vehicles by children if they are participating in an organized ORV riding or racing event that meets certain standards. Such an event could not be on state land, the organizer would have to have liability insurance, medical personnel present, and certain specified safety equipment and event organization standards in place..
