Limit utility rate increase requests

To allow an electric or gas utility to raise rates automatically if a request for a rate increase approval from the Public Service Commission is not denied within 90 days, but require the utility to refund the higher rates to customers with interest if they are eventually denied by the PSC. Also, to prohibit a utility from requesting a new rate increase less than nine months after a previous one unless the PSC allows an exception.
