Ban electric rate “cross-subsidization”

To require the state Public Service Commission to set electric utility rates that reflect the cost of providing service to each customer class, essentially prohibiting cross-subsidization, including for schools, universities, and community colleges. The bill would allow different rates for peak and non-peak hours. However, the PSC also would be required to authorize targeted discounted “incentive” rates for particular firms selected for targeted tax breaks by the state, or meeting certain other criteria.
