Allow smokeless powder rifle for hunting where black powder allowed

To allow the use of a smokeless powder rifle for hunting in the same circumstances in which black powder rifles are allowed. Under current law there are expanded seasons for muzzleloading rifles, which use black powder or modern substitutes (other than “smokeless powder,” which is only used in modern cartridge firearms).
