Require school employee MSA option

To require public schools to offer Medical Savings Account-type health insurance plans as an option for employees, in addition to health insurance with benefits comparable to the most comprehensive offered before September 1, 2007. MSAs combine a high deductible health insurance plan (the bill specifies $3,000) with an IRA-like tax-deferred equity account owned by the employee. Routine health care expenses that cost less than the insurance deductible amount are paid from this account.
