Establish state 401k program for small business

To create a state program to contract with investment managers to provide and administer 401k retirement plans for small employers who are unable to find a suitable vendor to provide a similar service for their employees. Gov. Jennifer Granholm proposed the measure in her 2006 State of the State address.
