Allow "comp time" instead of overtime pay

To allow individual employees the choice between compensatory time off ("comp time") instead of overtime pay. Under the current, employees must receive compensation at not less than one-and-one-half times their regular rate when they work for more than 40 hours in a workweek. Employees and employers are prohibited from negotiating time-off as an alternative.
