To require that state agencies imposing new administrative law (rules or regulations) to include in the required "regulatory impact statement" information on disproportionate compliance or reporting requirements or timetables for small businesses affected by the rule; a report on efforts to consolidate or simplify the compliance and reporting requirements for small businesses; efforts to establish performance rather than design standards; and efforts to exempt small businesses from any or all of the requirements of the rule. Also, to allow a court to consider the extent to which these requirements were followed when judging any challenges to the rules.
