To impose a $7.50 per ton tipping fee on all solid waste deposited in Michigan landfills, and use the money to promote and pay for recycling programs. Most of the money would be distributed to local governments, mostly allocated on a per-capital basis, with some exceptions. Those municipalities that provide curbside recycling programs would get more money.
