Revise “going out of business” sale licensure

To require licensure and regulations for "going out of business sales" to be handled at the county level. Current law places the authority for this kind of licensure with cities, villages, and townships. This would be repealed. Both the current and proposed law prohibit marketing and advertising such sales unless they are genuinely a sale of merchandise upon the discontinuance of a business at a particular location.
