Require high school athlete steroid testing

To require random steroid testing through urinanalysis for high school athletes in state tournaments, with the cost covered by a $1 surcharge on admission to games, meets or contests that are part of a statewide tournament. Students found to have used steroids would be subject to suspension from interscholastic athletics and/or substance abuse counseling.
